Jay Garner is a retired general of the US military. He was appointed the administrator of Iraq by President George Bush in 2003. He has been a close ally of the Kurds and worked once as an advisor to the Kurdish government.
He was in Erbil over the weekend with a group of veterans of the 1991 Operation Provide Comfort that protected the Kurds against advancing Iraqi troops.
Rudaw’s Hevidar Ahmed caught up with Mr. Garner for this interview.
