Criminalizing the homeless

WASHINGTON — The U.S. Justice Department has taken a stand, saying it is unconstitutional for municipalities and local jurisdictions to pass laws essentially making it criminal to be homeless.

On any given night in America, more than 600,000 people do not have a roof over their heads.
